SID Chip in Commodore Vic20

Is there a SID chip in the Vic20 ?

Unfortunately not - the sound chip of the VC20 (called VIC) is very primitive compared to the SID and it isn’t compatible.

can the psu of this be re-used tho i wonder - they seem the same…

Yes, the PSU is the same (only the colour is different ;-))
