HELP WITH SID PROBLEMS

I just finished my SID.  However I am getting only noise from it.  Also with the interconnect test,  All pins are meauring 1.34v whether they are selected or not.  Is my SID chip dead???  MIOS 1.7 with SID 1.6 and the hardware mods have been performed.

Problem fixed.  SID now working!!!
