4.5 volts on core

Hi

Total newbie,last soldered 20 years ago but loving the project  :D. Just finished building the core module and only get 4.5V from the board, same result accross the 40pin ic connector. Am supplying the board with 10v.

Any ideas  ???

Thanks for the reply

Have rechecked the core and found that my psu was faulty. After replacing the unit the core is running at 4.9v  ;D
